Bikes can be hired daily, weekly or for a few days. Why not take the bikes over to Berneray for the day - much cheaper than a car. South Harris is great for cycling, not too hilly. Dogs are Welcome (There is a small charge) The Islands have a very good bus service, which allows you to be picked up or dropped off at the door if you're on foot.
